I also thought we had done "addled", but nope. So, "addled", same context.

These are just turns of phrase that let the speaker get away with planning their sentence poorly. "It was a drug ... uh ... the drugs were ... the party had drugs, there were drugs at the party. The party was an engine that used drugs as fuel."

You could argue "racially charged" is the same thing.
