Naruto is very smart I would put him at a Goku level even though they fight for different reasons. Goku fought purely to win and secondary to protect and Naruto only cares about protecting people.

Anyways Naruto is very smart because he uses his shadow clones to have some go sennin mode and others go fox mode. Right now though he is turning everyone into a demon fox which is pretty intense.

Naruto is immensley powerful, ridiculously fast, has the two best ninjutsu, and resourceful and clever. He's not a very good tactician, and in terms of experience its mostly been training with some of the most powerful sub-bosses as his foes.

He's in the top-tier now, further than most of the good guys the series has referenced and bad guys; I'm willing to say Nagato in his prime obito and Madara could beat him, and probably only Nagato and macadam would win without serious damage,
