Icewind Dale and Planescape Torment also have pretty good music.

A lot of it is how well the music suits what's going on. Devil May Cry 3 has retarded music but it goes well with the action so in the end it's a quality soundtrack.

Chrono Cross has a nice soundtrack too bad the game is a piece of shit.

The first Wild Arms has an excellent soundtrack.

A lot of games have a single good score, but not a lot of very good music to fill out the rest of the game.

The 16-bit age probably had the best "scores" in that they were at last able to take the catchy 8-bit melodies and flesh them out. Link to the Past is still my favorite take on the Zelda music, Super Mario World is one of the best Mario soundtracks (though each one up to World had also been fantastic), and Final Fantasy 2 & 3 (fuck Japan) and Chrono Trigger are the highlights of the time.
