Adobe Illustrator.

Technically, though, I had to rastersize it in order to put it in a web medium so it is once again pixel based.

If you have illustrator, open the file into the working space, then live trace it, making sure to use 256 color trace, and it converts everything to vectors instead of pixels, making it cleaner.


I haven't played around with it enough yet, but there's probably a way of keeping it as vectors.
